Can you tell me more about appraisal modernization and why it is happening?

Modernization of the appraisal process has been coming for years for several reasons, but the primary reason is to make a mortgage close much more efficiently while maintaining risk control standards. Modern data collection is enabling appraisers to conclude a value with equal or better accuracy without personally visiting most properties. The approach can save time and money while providing a superior experience for the borrower.

How is this different from a bifurcated or hybrid appraisal?

Traditional hybrid appraisals always feature two components: property data information completed by one individual, a final value conclusion completed by another. In this program, there are instances in which the value conclusion will be deemed unnecessary by investor rules. A desktop appraisal is initiated if the criteria for property data collection only are not met.

This program is similar to a bifurcated or hybrid appraisal in that the appraiser concluding the value may not be the real estate professional visiting the property.

What is the difference between a Property Data Collection (PDC) and an inspection?

The PDC is a rigorous on-site data collection process and the collector provides objective, factual information about the property. Also, the required data is strictly defined by the investor who will be potentially buying the mortgage and is collected by a trained specialist.

The collectors for Clear Capital are licensed appraisers and brokers who have local MLS credentials, have been trained by us, and have passed our quality assurance standards. Our ClearInspect app guides the collector to ensure complete and accurate results. A PDC can take as few as 2 days, dependent on homeowner scheduling constraints.

What happens after the PDC?

In some cases, the PDC will be adequate to underwrite the mortgage. In other cases, a desktop appraisal will be completed. The desktop appraisal typically takes two to three days when using Clear Capital’s appraisal panel.

Will the program use a different form than the 1004?

Yes, there will be a different appraisal report form used when an appraisal report is deemed required. It is identical to the 1004 in terms of the data provided, but the certification language is different. The language clarifies that the appraiser completing the new form did not physically inspect the subject property, and is instead relying upon the Property Data Collection as a data source in their appraisal.
